Ransom Consulting, LLC (Ransom), on behalf of the Town of Walpole, will receive bids for clean-up of the Central Plating Site, located at 12 Westminster Street in Walpole, New Hampshire, until 2:00 PM local time on Wednesday, June 2, 2021. Due to the current COVID-19 conditions, bids shall only be accepted via email to jay.johonnett@ransomenv.com. Owner will consider bids pre-pared in compliance with the Instructions to Bidders issued by Owner; all components of the bid submission must be scanned and be legible; and hard/original copies of the bid documents must be provided to Ransom prior to contract signing. Proof of bid security shall be submitted with each bid in the amount of five percent of the bid amount. No bids may be withdrawn for a period of 60 days after opening of bids. Owner re-serves the right to reject any and all bids and to waive informalities and irregularities.
A mandatory Site Visit is required of Bidders and a formal Prebid meeting will be held at the Site on Thursday May 13, 2021 at 10:00 a.m. local time. Prospective prime bidders are requested to attend the Prebid meeting; however, if the Bidder cannot attend this meeting, then the mandatory Site Visit can be made on an alternate date, and shall be documented by Bidder sign-in at the Town Hall Selectboard Office, by appointment (603-756-3672). CDC COVID-19 protocols shall apply during any Site or Town Hall visit. During the Prebid meeting Contractors shall be permitted to enter the Site building. The work generally consists of the following tasks, all in accordance with applicable local, state, and federal regulations: abatement of asbestos and other universal waste, and hazardous building materials present within the Site building; demolition of on-Site building, foundations, and utilities; excavation of metals-impacted soils (portions hazardous) and transportation and off-site disposal; and backfill and Site restoration. Electronic versions of plans and specifications are available at no charge upon request from Jay Johonnett at jay.johonnett@ransomenv.com. Ransom will not be issuing hard copies of plans and specifications at this time. This project is funded, in part, through a federal U.S. Environmental Protection Agency Brown-fields Cleanup Grant. Each bidder shall take special notice of the Guidance and project goals for use of Minority and Woman Business Enterprises in sub-agreements. The Contractor shall comply with Davis Bacon and Davis Bacon Related Acts.
