WALPOLE ZONING BOARD OF ADJUSTMENT

Meeting of October 21, 2009

 

 

Present:  Co-Chair Myra Mansouri, Co-Chair Peggy Pschirrer, Regulars-Leo Carignan, David Calhoun, Mary Therese Lester, and Alternates-Bill Webb, Ernie Vose and Jan Galloway Leclerc.

 

Co-Chair Mansouri called the meeting to order at 7:30 pm.

 

Minutes of the September 16, 2009 meeting were discussed.  Ernie Vose stated a correction was needed under New Business.  The request from Brian and Kerry Pickering was not for a Variance but approval for an expansion of a non-conforming use.  With the change noted, Peggy Pschirrer moved to approve the minutes with the correction.  Seconded by Mary Therese Lester.  All in favor, so moved.

 

New Business:  Sarah Tucker of 42 Old Keene Road was present to discuss an Expansion of a Non-Conforming use at her residence.  Mrs. Tucker stated they would like to expand sideways, making a mudroom and expanding the kitchen area.  The expansion would be around 10-12feet to the south side of the house.  She stated there is way more footage than the required 20feet from a property line.  The house stands about 55 feet from the middle of Old Keene Road, and the expansion would also be the same.

 

Co-Chair Peggy Pschirrer moved to set a hearing for the next Zoning Board Hearing on November 18, 2009.  Seconded by Mary Therese Lester.  All in favor, so moved.

 

Tractor Supply was tentatively scheduled to meet with the Zoning Board.  However, no one from Tractor Supply attended the meeting.

 

Old Business:  Visits were made to various gravel pits.  Myra Mansouri and Mary Therese Lester visited George Graves Pit.  There was no change made to the pit. Mr. Graves did state there was not much gravel left in the pit.

 

Peggy Pschirrer and Ernie Vose visited two pits owned by Lane Construction – The pits at Cold River and Whipple Hill. Susan Stacy, the plant manager discussed both pits with Peggy and Ernie.

 

Leo Carignan and Jan Galloway Leclerc visited Joe Sawyers pit on Route 12.  Mr. Sawyer asked about the procedure to close a pit and stated he would like to close part of the pit and keep a small section open for personal use. Leo Carignan indicated most of the pit is grass covered.   Zoning Secretary Elaine Moore will write to Mr. Sawyer asking him to attend the next Zoning Meeting scheduled November 18, 2009 to discuss the closing of the pit.  Mr. Sawyer will also be asked to present paperwork indicating the pit is actually an active pit, showing where he filed paperwork each year with the town so he could remain an active pit.  The Board would also like to discuss Mr. Sawyer’s future plans for the pit.

 

Bill Webb and David Calhoun visited the two pits owned by Hodgkin’s & Sons located in Drewsville and one on Industrial Drive in Walpole.  Mr. Webb indicated there is still a lot of gravel in both pits.  It appears they will keep both pits open for a substantial amount of time.  Mr. Hodgkin’s indicated they are selling what is called farmers sand (for bedding cattle) from their Drewsville Pit.

 

Zoning Changes - Article D. Boundaries of Industrial District.  The Planning Board is setting an official hearing for next month, November 10, 2009, to discuss the changes to Article D.  Co-Chair Mansouri requests the Zoning Board members to attend this meeting if possible.  Ernie Vose and Bill Webb indicated they would be attending the meeting.

 

OTHER:  David Calhoun informed the Zoning Board he and his family will be moving to Keene soon and therefore must resign from the Zoning Board.  Co-Chair Myra Mansouri accepted the resignation with deep regret, stating Dave has been a very valued member of the Zoning Board.

 

Dave’s term expires March 2011.  Bill Webb has accepted to fill the Dave’s position as a regular until March 2011.  David Calhoun moved to accept Bill Webb as a regular for the rest of the term. Mr. Webb will also become Clerk of the Works.  Seconded by Mary Therese Lester.  All in favor, so moved.

 

Bethany Coursen would like information sent to her regarding Bingo Raffles.  Co-Chair Myra Mansouri will review RSA 237-E and get back to Bethany with her findings.

 

Co-Chair Peggy Pschirrer moved to adjourn the meeting.  Seconded by Leo Carignan.  All in favor.  Co-Chair Myra Mansouri closed the meeting at 8:20 PM.
