Present:  Myra Mansouri,; Alternates: Jan Galloway- Leclerc, Bill Webb and Peggy Pschirrer and Ernie Vose.   Absent: Larry Britton, Mary Therese Lester, Leo Carignan and David Calhoun.

 

Myra Mansouri, Chair, called the meeting to order at 7:30 p.m.   Bill Webb ,Jan Galloway- Leclerc, Ernie Vose and Peggy Pschirrer  were appointed to act as regular members in the absence of Britton, Calhoun Carignan and Lester.

 

Ernie Vose moved the Minutes of November 19, 2008 be approved as distributed.  Bill Webb seconded the motion and it was so voted.

Hearing:

Myra Mansouri, Chair, opened the hearing of the application for a special exception to Article IV (Section 9) submitted by 1834 Washington Square II LLC.  Raynie  LaWare appeared on behalf of the corporation’s application submitted by Red Smith.    The application was duly posted and published and all abutters were notified.   Currently First Day has a sign (7” x33”) on the façade of the brick building at 16 Westminster Street ;the exception would allow a sign identifying the building.  The sign, 60” x5” x ¾”, will be placed on the front porch between two columns.  The sign will be gold on black. 

The hearing was closed.   Ernie Vose moved the special exception be granted.  Jan  Galloway-Leclerc seconded the motion and it was so voted.

New Business:

The following items were essentially information items for the ZBA.  No action was required.

1) Andrew Dey , 69 Elm Street, Map 019-033-000, has inquired about requirements for putting an apartment in his red barn.  He also inquired about putting a breezeway  between the house and the barn.

2)   HD Consulting Services Group, Inc., has informed the ZBA that they will be installing a Redbox Automated DVD kiosk attached to the front of the Walgreens Drug Store.  It is a vending machine for renting DVD’s; it will be bolted to the front of the building and  hardwired so that credit or debit cards, rather than cash, can be used by patrons.

3) Lane Construction Company has notified the SBA they have been issued an Air Pollution Permit issued by the Department of Environment for a hot mix asphalt plant.

4)  The Chair distributed updates to the RSA’s by the New  Hampshire State Legislature which may need zoning amendments.  The Board was asked to read the material so that discussion can take place over the next several months.   The updates include the following amendments: RSA 674:58-:61  which covers workforce housing; RSA 674:22 and :23 which covers growth management ordinances; and RSA  674:62 a to :66 which deals with regulation of small wind energy systems.

Old Business:

Ms. Mansouri reported she has not had a response from the Local Government Center as to her query whether there is a time limit on special exceptions once granted.

Ernie Vose moved that the letter regarding excavation site, Map 015-018-000, be sent to Mrs. Donald Wood, as corrected.  The motion was seconded by Bill Webb and so voted.   Ms. Mansouri will sign the letter.

Ms. Mansouri  announced that she has signed the necessary papers for the continuation of the Drewsville Head Start.
