In the absence of Mrs.
Galloway, Mr. Schupack called the meeting to order at
7:34 PM. He asked Mrs. Montgomery to sit in for Mrs.
Galloway.
Fanny Mason Forest –Access for
Logging– Mr. Schupack: Mr. Aldrich
reported that the Access Permit was received and a copy will be made for the
WCC records. Reference was made to the map
and wording relating to the rest area, Mr. Aldrich and Mr. Sawyer did not feel
the permit was necessary for access to the forest but the DOT issued it
temporarily for one year. Peter Rhoades,
Forester, had previously indicated that he would not have time to do the
markings for this winter. Since this
will be a winter cutting, there was a consensus of the members to ask Mrs. Galloway
to contact Mr. Rhoades to explain the circumstances and ask that he reconsider
doing the markings and putting the project out for bid this winter.
Community Conservation Partnership: Monadnock Region Land Summit Meeting on January 31, 2009 at Keene High School
- Pete Throop: Mr. Throop was unable to attend this
meeting. Mr. Schupack
advised that on January 31,
2009, the Community Conservation Partnership (CCP) will be
sponsoring a Land Summit at the Keene
High School from 8:00 am to 3:30 pm for town leaders from the Monadnock Region.
They hope to bring together local government decision makers to learn
and talk about land conservation as a tool to maintain our communities’ rural
character, vitality, and quality of life.
Copies of a flyer were distributed at the last meeting; there will be a
$20.00 fee for lunch. During the last
meeting they talked about prioritizing some activities. Mrs. Montgomery distributed copies of a “2009
Education and Outreach Ideas” form that Mr. Throop had emailed to her.
- On Sunday, January 18th the snowmobile
club will be having a BBQ in Foster’s Field. It is on land that isn’t available in
the summer because it is being farmed.
Mrs. Galloway and Mr. Graves will coordinate this event.
- Winter Fest with Hooper Institute. Mr. Shelley will be asked to coordinate
this event.
- Winter Wildlife Tracking Workshop. Gary Speed will be asked to coordinate
this event.
- Maple Sugar House Tour. Mr. Beaudry
and Mr. Graves will coordinate this event.
Mr. Beaudry
and Mr. Graves talked about the State of NH
sponsoring a Maple Producers Sugar House Tour usually on the third week-end in
March. They felt arrangements could be
made to have a Walpole Tour. Mr. Graves
will write an article that will be used for advertising the snowmobile club
outing in January; it will be placed in the newspapers, posted in various
locations and put in the Walpolean. Mr. Graves had previously suggested
scheduling a meeting with the other CCP members in the five towns that are
participating. It was agreed to discuss
this at a future meeting.
Review & Edit Minutes: Mr. Graves moved to approve the Minutes of
the November 3, 2008,
meeting as printed. Mr. Beaudry seconded the motion. With all in favor, the motion passed
unanimously.

Bill for Community Conservation Partnership - Mr. Schupack: Mr. Throop had told them that the cost for
participating in the CCP would be about $2,500; some would be covered by
grants. A bill has now been received in
the amount of $2,247.59. Mr. Schupack distributed copies of a Conservation Expenditure
Summary through November 2008 that was reviewed by the members. As of November 2008 the remaining balance in
the WCC account is $3,141.68, deducting the $2,247.59 (from several line items)
leaves a balance of $894.09. Mr. Graves
felt they must have been keeping track of their expenses otherwise they would
have billed the $2,500.
Mr. Graves moved to approve payment of this bill in
the amount of $2,247.59 to the Monadnock Conservancy
for participating in the Community Conservation Partnership. Seconded by Mr. Beaudry. With
all in favor, the motion passed unanimously.
NON-PUBLIC MEETING:
Mr. Graves moved to enter into a Non-Public meeting
pursuant to RSA 91-A:3 II (d) to discuss Acquisition, Sale or Lease of Real or
Personal Property which, if discussed in public, might benefit those with
interests adverse to the general community.
Seconded by Mr. Fletcher and, on a roll call vote with all in favor, the
motion was approved unanimously. The time was 8:18 PM.
The
regular meeting resumed at 8:46 P.M.
Other Business:
Maps: At the last meeting Mr. Watson felt it would
be helpful to have a flat drawer cabinet for all their maps. The WCC members supported this
recommendation. Since he was not present
to make a report, Mr. Schupack agreed to contact him to
ask that he talk to Mrs. Galloway about it.
Clarence Houghton – Dredging Application: Mr. Schupack recused himself from
this agenda item; Mr. Graves sat in for him.
The WCC received a Minimum Impact Expedited application for Dredging for
Clarence Houghton at 84 North Main
Street. The
WCC has to approve and sign the application; a member of the WCC will have to monitor
it.
Mr. Fletcher moved to approve and sign the application
for Clarence Houghton. Seconded by Mr. Beaudry. With all in favor, the motion passed
unanimously.
Mr. Schupack
and Mr. Graves resumed their previous positions.
Next Meeting: The next
meeting is scheduled for Monday,
January 5th, 2009, at 7:30 pm.
Mr. Beaudry moved to adjourn
this meeting. Mr. Fletcher seconded the
motion, with all in favor, the motion passed unanimously. The time was 8:52 PM.
